Segundo relatos colocados na blogosfera por cidadãos estrangeiros apanhados no meio da ofensiva israelita contra o Líbano, os cidadãos americanos estão a ser obrigados a assinar notas de dívida para reembolsar o governo americano dos custos da evacuação. Ao mesmo tempo, no caso das familias com mais do que uma nacionalidade, os familiares não são abrangidos pela repatriação.
"Appallingly the Americans have also announced that their citizens will be required to sign a promissory note agreeing to pay for the cost of their evacuation upon their return home. As one American put it, they are being forced to pay to flee from bombs which we paid for with our own tax dollars. Even more appallingly the Americans have said that they will be splitting families. For example if you are an American citizen married to a Lebanese then you can not bring your spouse. If the children are American citizens and the parents are not then one parent can accompany them and the other must stay put. They are forcing families to choose between staying together and staying safe. "
